Policy on revision and correction of statistical data

  1. 1. Purpose of the policy

    The purpose of this policy is to establish uniform rules for making corrections and revisions to statistical data collected and published by the unit conducting research on behalf of the Ministry of Energy and the Energy Regulatory Office and Statistics Poland in order to:

    • ensure high quality, consistency and reliability of data,
    • guarantee transparency of the statistical information update process,
    • enable users to properly interpret published results,
    • meet the requirements of national public statistics standards and ESS good practices.
  2. 2. Scope

    The policy covers all statistical data concerning the fuel and electricity sector:

    • electricity,
    • solid, liquid, gaseous and renewable fuels,
    • heat,
    • energy balances,

    collected and compiled in cycles:

    • monthly,
    • quarterly,
    • semi-annual,
    • annual.
  3. 3. Definitions

    Data correction (publication error)

    A one-time change to published data resulting from the detection of an editorial, substantive or technical error that was not known at the time of publication (e.g. incorrect value in a table, editorial mistake, inconsistency of control sums).

    Data revision

    A change to previously published data of a systemic or methodological nature, resulting from:

    • obtaining supplemented or corrected source data from respondents,
    • completion of full data verification in the reporting cycle,
    • application of new data sources,
    • changes in definitions, classifications or calculation methods.

    Revisions:

    • planned – scheduled to be performed both in the shorter and longer time horizon, divided into:
      • routine – resulting from changes inherent in the specifics and methodology of the survey, e.g.: publishing preliminary and final data, updating time series
      • major, among which the following are distinguished:
        - irregular revisions resulting from methodological changes in classifications, definitions, standards, specific events, e.g. entry into force of a new legal act,
        - unplanned revisions (ad-hoc) – result from events that could not be taken into account at the planning stage of the survey/statistical process; unplanned revisions may include, for example, cessation of operations of an economic entity whose results are statistically significant in the studied population or changes in the classification of an entity during the year (e.g. change between NACE sections).

    The frequency of revisions results mainly from the nature of statistical data and adopted system solutions. In most statistical areas, the revision process is determined by European Union legal acts concerning Community statistics.

  4. 4. Revision schedule

    1. Monthly data
      1. Preliminary publication — preliminary data.
      2. Planned revision — together with the publication of data for the following month or data corrected by the end of the quarter.
    2. Quarterly data
      1. Preliminary publication — working data.
      2. Revision — during the preparation of annual data compilation.
    3. Annual data
      1. Publication — final data after completion of full quality control.
      2. Revision possible only in case of:
        1. detection of significant errors,
        2. methodological changes with significant impact on results.
  5. 5. Rules for making corrections and revisions

    Corrections

    A correction is made:

    • immediately after error identification,
    • with clear indication of the cause and scope of change,
    • with marking in the publication

    Revisions

    Revisions are performed according to the established schedule and include:

    • updating numerical values,
    • recalculation of indicators,
    • possible recalculation of historical data to maintain comparability.

    Each revision includes a methodological description and substantive justification.

  6. 6. Rules for informing users

    A correction or revision is communicated, depending on the type, in the following way:

    • marking changes in the publication, tables and databases,
    • information in the methodological note or footnote,
    • updating quality metadata,
    • communication to the Ministry of Energy and ERO — in case of reporting data.
  7. 7. Criteria for significance of revisions

    Public information about a revision is published obligatorily if:

    • it concerns main indicators of the energy sector (production, balances, final consumption, import/export),
    • it affects data transmitted to international institutions.
  8. 8. Documentation of significant revisions

    Each correction or revision is entered into:

    • data change register (date, scope, reason, responsible person),
    • statistical product quality report,
    • annual quality review.
  9. 9. Responsibility

    • Quality coordinator – supervision over policy implementation.
    • Survey owners – preparation of corrections and revisions in statistical products.
    • Quality auditor – control of procedure implementation correctness.
  10. 10. Final provisions

    • All revisions are conducted with adherence to the principles of impartiality and equal user access to information.
    • Data not yet subject to full verification are marked as "preliminary" or "working".
    • The policy is subject to review every 3 years or in case of changes in ESS standards or requirements of reporting institutions.
