Energy Efficiency. A Knowledge Compendium – legal and practical issues.
Key pending changes – energy audit based on energy consumption, not company status.
Online training/workshop
✅ April 10, 2026, 9:00 AM – 3:00 PM
✍ OBJECTIVE AND SCOPE
The aim of the training is to provide a comprehensive overview of issues related to energy efficiency and the highly significant pending amendments (the obligation to conduct an energy audit based on energy consumption, meaning a mandatory audit not only for "large" enterprises).
During the workshop, all institutions referred to in the Energy Efficiency Act will be discussed. Participants will be guided thoroughly through the process of obtaining so-called "white certificates". The training will also analyse issues related to energy efficiency audits and enterprise energy audits (and pending amendments).
The training is dedicated to persons interested in acquiring knowledge in the field of energy efficiency, as well as those who deal with the implementation of energy efficiency projects on a daily basis. The training will focus on legal issues and their implications.
✍ TARGET AUDIENCE
- representatives of the energy sector: generators, trading companies, distribution companies, electricity consumers;
- representatives of the gas sector obliged to fulfil obligations under the Energy Efficiency Act,
- representatives of the heat sector obliged to fulfil obligations under the Energy Efficiency Act,
- fuel entities placing liquid fuels on the market;
- energy-intensive enterprises obliged to achieve energy savings;
- municipalities and local government units obliged by law to take energy efficiency measures,
- companies implementing projects aimed at improving energy efficiency;
- consulting firms;
- all persons interested in the topics covered during the workshop.
✍ PROGRAMME
1) Energy efficiency – introductory information
2) Benefits arising from the implementation of energy efficiency projects
3) Projects aimed at improving energy efficiency
4) So-called obligated entities
a. Catalogue of obligated entities – general information
c. Obligations of obligated entities
d. Method of fulfilling the obligation by fuel entities
e. Substitution fee
f. Scope of the obligation of obligated entities
g. Fulfilment of the obligation by energy-intensive end users
5) The so-called "white certificates" system
a. Projects for which an energy efficiency certificate is granted
b. Administrative proceedings for the issuance of an energy efficiency certificate
c. Examination of the so-called incentive effect – the determining regulation
d. Application for the issuance of an energy efficiency certificate
e. Energy efficiency audit
f. Entities authorised to conduct an energy efficiency audit
g. Notification to the President of URE of the completion of energy efficiency projects
h. Amendment of an energy efficiency certificate – new regulations
i. Trading in property rights arising from so-called "white certificates"
j. Redemption of energy efficiency certificates
k. Regulations on the method of settling the energy efficiency obligation
l. URE inspection
6) Non-repayable subsidy programmes – regulations of growing importance, supporting energy efficiency measures (e.g. subsidies for boiler replacement, heat pumps or hybrid systems)
b. Purpose of non-repayable subsidy programmes
c. Entities authorised to implement non-repayable subsidy programmes
d. Settlement of the obligation
7) Alternative measures – new regulations
8) Central register of final energy savings – new regulations
9) Enterprise energy audit – pending regulations, i.e. mandatory audit based on energy consumption (total electricity, heat and gas), not on company status (currently only "large" enterprises). Consequently, the mandatory audit will cover a significantly wider range of entities obliged to conduct an audit, which requires carrying out analyses, implementing procedures, securing a budget, etc.
10) Financial penalties
11) Energy performance contracts – EPC agreements, also for the public sector.
