ELECTRICITY PRICES FOR END USERS IN POLAND AND THE EUROPEAN MARKET

PACKAGE 2 SEMI-ANNUAL REPORTS

This report presents information regarding electricity prices for end users both in the domestic market and in individual EU countries. This information is an essential element of knowledge about changes occurring in the energy trading sector.

The source of information on prices in member countries is the databases of the International Energy Agency – IEA/OECD and the EU Statistical Office – Eurostat. The report also presents average monthly electricity prices in the most important European stock markets. 

The section concerning the European market presents the following information 
about prices:

  • quarterly electricity prices for two sectors of end users: industry and households, in selected countries (OECD data),
  • semi-annual prices for end users, according to categories defined by annual electricity consumption by Eurostat (5 categories of household users and 7 categories of non-household users) for all EU countries, including Poland (Eurostat data),
  • annual electricity prices.

Both quarterly and semi-annual prices are presented in three ways: as prices including all taxes, excluding VAT, and prices without any taxes, allowing for easy extraction of the total amount of all taxes and fees included in the prices for individual user groups. 

Annual data contains more detailed information on the structure of electricity prices paid by end users, as well as the structure of taxes and fees included in them. Electricity prices are presented by:

  • prices of sold electricity,
  • charges related to transmission/distribution,
  • the total amount of taxes and fees included in the electricity price paid by the end user.

Detailed data on taxes and fees included in the electricity price take into account the exemptions and subsidies applied in individual EU countries, including excise tax, levies related to the promotion of renewable energy sources, and charges related to network services.

In the analytical part concerning the domestic market, electricity prices for end users are presented, among other things, by different voltage levels, considering the type of contracts (comprehensive and separated) and for individual categories of users according to Eurostat, i.e., household users and non-household users, with a distinction for industrial users.

The report consists of two reports:

  • Report I – I semi-annual 2024, with prices for the II half of 2023.
  • Report II – II semi-annual 2024, with prices for the I half of 2024.

WHOLESALE ELECTRICITY TRADE – PURCHASE/SALE DIRECTIONS

PACKAGE 2 SEMI-ANNUAL REPORTS

This report focuses on wholesale electricity trade and includes data on the directions of electricity sales or purchases in generating companies and electricity trading entities, as well as presenting volumes and prices of electricity purchased (sold) for individual groups of market participants. For producers, regulatory system services and revenues from capacity obligations are also included.

The above data are presented for established groups of enterprises, namely producers 
in a technological arrangement (system and professional power plants) or by area (central, northern, and southern regions of the country), trading companies, and other trading enterprises.

In addition to the analytical part, the report also includes a tabular section and graphical presentation of the observed quantities.

Quantities and average selling prices of electricity for all power plants and professional combined heat and power plants concern the following groups of customers and markets:

  • trading companies,
  • other customers, including:
    • the transmission system operator and distribution system operators,
    • end users with sales contracts and comprehensive contracts, as well as those directly supplied from the generator's network (customers at high, medium, and low voltage),
    • exports,
  • electricity exchanges (including: sales on the spot and futures markets),
  • balancing market.

Quantities and average prices of electricity purchased by trading companies cover the following purchase directions:

  • professional and own power plants (including: renewable energy sources),
  • industrial power plants,
  • renewable energy sources and obligated sellers,
  • through trading companies,
  • electricity exchange and balancing market,
  • imports and other directions.

The report is published semi-annually, twice a year. This year, it includes data for 2023 (Stage I) and for the I half of 2024 (Stage II).

THE ENERGY COAL MARKET IN POLAND AND THE WORLD

PACKAGE 2 SEMI-ANNUAL REPORTS

The main component of the electricity generation costs in professional energy units is the production fuel – mostly hard coal. 

The trade of energy coal in the country is dominated by bilateral contracts between mining companies and energy groups, making it extremely difficult to establish a transparent market price for the fuel. The aim of this work is to present an accurate picture of the relationships occurring in the domestic and regional energy coal market (demand and supply of energy coal, sales prices of energy coal from hard coal mining, purchase prices of hard coal by power plants and combined heat and power plants depending on fuel parameters and scale of consumption, prices of coal on the international ARA market, freight prices).

Unlike coal reports offered by international analytical agencies, the product of the Energy Market Agency S.A. pays special attention to the situation in the Polish coal market, confronting it with information and data from international markets.

Detailed scope of the report:

  1. Demand and supply of energy coal in the domestic market – consumption of energy coal in professional energy in relation to the level of extraction and sales by hard coal mining.
  2. State of hard coal stocks in the mining sector.
  3. Prices of energy coal in the domestic market – average sales prices of coal from domestic mines, purchase prices of hard coal by professional energy depending on fuel parameters (in the edition for the II half of the year).
  4. International trade in energy coal – the situation in the global coal market, production, export, and import of energy coal worldwide (by individual countries and regions), including the EU and the domestic market.
  5. Prices of coal on international markets – quotations of benchmark coal prices on the Spot markets, freight rate charges between major ports including: Baltic Dry Index, forecasted coal prices in futures contracts in the Asia-Pacific and Atlantic markets.
